  1. Introductions - Dr. Randy Szlabick (Chair)

Dr. Szlabick called the meeting to order at 9:04 with introductions around the room.

  1. Approval of September Meeting Minutes – STAC

Cecile D"Huyvetter made a motion to approve the minutes with a second from Steve Stroman with the following correction needed:  September minutes, under "Collaboration between STAC, EMS Advisory Board and EMS-Children."  STAC meetings will begin in February 2006, not January 2006.  Unanimous approval, motion carried.

  1. DHFS Updates
    1. Bureau and DPH – Meg Taylor

The Prevention Block Grant may be cut as much as 25% for Wisconsin.  Some State office EMS positions are funded through this grant.  Final numbers should be known in February 2006. 

The ambulance run report data system has been purchased.  Part of the contract includes the ability to integrate with the State Trauma Registry. 

Participants expressed their hope that a registrar will be hired for the State Trauma Registry.  The Bureau is exploring options on funding this position which will more likely have to be contracted as there is not state funding. 

    1. EMS Advisory Board - Steve Bane

The committees have been restructured.  The EMS-Education is working on EMT Basic and Refresher Curriculum.  The EMS Policy and Practice is reviewing Administrative Rule 112.  Among the EMS Systems and Operation Subcommittee tasks is coordinating with STAC to avoid duplication of work.  This committee is also exploring EMS Medical Dispatch.  EMS Information Management looks at the coordination of other data bases with the EMS Data Base.  EMS and Public Health is looking at Statewide Triage Tags and trailers and reviewing the Emergency Preparedness Plan. 

The Physician Advisory Committee has four new members.

Bill Bazan suggested Steve may want to follow up with Representative John Gard who is establishing a task force for Avian Flu issues.

    1. HRSA – No report at this time.
  1. RTAC Reports - RTAC Coordinators
    1. Northeast - Eric Peterson

·        Interviewing for a new RTAC Coordinator.

·        Using injury prevention funding to buy kid's bike helmets.           

    1. North Central - Greg Friese

·        Continuing work on the WEEP program, 25 services have completed.

·        Monthly conference call to target EMS who can't make RTAC meetings.

·        Have active PI projects.

    1. North/Northwest - Judy Jones

·        Continuing work on the WEEP program.

·        Using EMS Needs Assessment to identify issues and trends.

·         Formed three working subcommittees:  Education, Policy and Practice, and Communications. 

    1. West Central - Tammi Hovde

·        Continuing work on the WEEP program.

·        Established working subcommittees.

·        Working with Regions from St. Paul, Mn. on various projects.

·        Car Seat program - with RTAC funding, checked more than 200 car seats this year.

·        Focusing on Brain Injuries and working with sports coaches.

    1. Southwest - Joe Immermann

·        Continuing work on the WEEP program.

·        Day Seminar for hospital administration for self-designation and including mock state visits.

·        Established draft of bylaws.

·        Working with schools on seatbelt issues, safe communities.

    1. Southeast - Amy McCray

·        Continuing work on the WEEP program.

·        Working on educational issues for hospital personnel.

·        Gathering information from hospitals to determine their needs for preparation for site visits.

    1. South Central - Lynne Sears

·        Continuing work on the WEEP program.

·        Hosting a full day workshop for hospital trauma coordinators.

·        Working on a needs assessment.

·        As an EMS-Children representative, Lynne is working on the distribution of a pediatric packet for RTACs, and suggests the same should be done for the geriatric population. 

    1. Lake Superior - Dan Diamon

·        Continuing work on the WEEP program.

·        Targeting high school students for injury prevention issues.

·        Considering implementing Triage Tuesday.

·        Working with High schools for pre and post drivers’ education.

    1. Fox Valley - Bob Nack

·        Continuing work on the WEEP program, with rural services getting more involved with the program, first responders are completing the program.

·        Working on rewriting the voting rules.

  1. Presentation of the Rural Trauma Team Development Course: (RTTDC)

Dr. Foley gave a power point presentation with discussions from STAC.

  1. Discussion of required education (ATLS) in Wisconsin (next step) – STAC

Extensive discussion among STAC and participants.  On behalf of the Wisconsin Hospital Association and the Rural Health Cooperative, Bill Bazan spoke in favor of the RTTDC as an alternative to ATLS.  One concern raised was substituting a "clinical" course (ATLS) for a "systems" course (RTTDC), and what skills may be lost for physicians.  RTTDC, as a systems course, may potentially prepare staff for a systematic approach to all their ill patients.  Retention of material was also discussed.  RTTDC requires less time (one day course) and is cheaper than ATLS which means it could potentially be taken more often, which assists in addressing the retention concern.  Accepting any changes to the current educational requirements will necessitate the opening of the Trauma Administrative Rules, which the Bureau of LHS and EMS has agreed to do.  Dr. Foley informed the group that the course is flexible and additional information may be added onto the course.  RTTDC focuses on developing a relationship among the trauma team members.  The majority of participants, however, agreed that those caring for traumatically injured patients (resuscitation) should take ATLS at least once. 

Aimen Shaaban made a motion to accept the RTTDC in place of ATLS in Level IV trauma care facilities only, with a second by Steve Bane.  Nine in favor, two against, motion carried. 

Dr. Foley has offered to come back to Wisconsin to assist in the implementation of RTTDC.  The Bureau of LHS and EMS will work with the working subcommittee over this next year. 

  1. Other Business

Barb Larson has resigned from STAC.  Dr. Szlabick talked about the long and excellent service Barb has given to STAC and she will be greatly missed!

Dr. Shabaan made a motion to adjourn the meeting with a second by Randy Szlabick.  Meeting adjourned at 11:30.
