Discussion

Action Steps

Follow-Up from February 8, 2005

Status of WEEPP It was also discussed that further research needs to be done on the need to provide treatment in a disaster without the permission/direction of medical control. Marianne will research on treatment in a disaster without direction from medical control

Follow-Up from April 13, 2005

Burn Module This module is in development.
Follow-Up from August 10, 2005
WEEPP Training Training is going well. By February 28, 2005 RTAC Coordinators will have completed training for all EMS Transport services.

By September 7, 2005 Dennis will bring listing of all those EMS services that have selected an RTAC.

Contract Compliance Report Only minor cosmetic changes were identified. No changes will be made to the document. By September 30, 2005 the RTAC Coordinators must complete the Certificate of Compliance
Minutes from September 7, 2005
Contract Period The HRSA FY 2005 RTAC contract begins 9/1/2005 and extends through 8/31/2006. However, funds for RTACs are pro-rated from 9/1/05 through 6/3/06. Contract Deliverables can be accomplished by 8/31/06. FY 2006 Certificate of Compliance was discussed and no changes were suggested.
Residual Funds This concept is not going to be implemented due to the fact that most RTACs do not have any residual funds.
Regional Exercises The discussion identified performance elements that will need to be consistent across all jurisdictions in any regional exercise:

1. Communications and common frequencies. There is need for an Interoperability Plan.

2. All communications must use plain language: no jargon or acronyms.

3. It is not sure whether “ALS Ambulance” means the same thing everywhere in the state.

4. There should be agreement on the minimum guidelines for treatment.

5. There should be guidelines for the distribution of responders.

RTAC Coordinators are to invite Emergency Management Directors to participate in their monthly meetings.
Regional Exercise Design The discussion identified certain elements desired for the regional exercise:

1. time should be 2 – 4 hours

2. Exercise should be a table-top

3. At a minimum 3 counties are to participate in this regional exercise

It was agreed that the focus of the exercise should be on ACTIVATION with a focus on the following elements:

1. communications

2. response times

3. coordination ( who on scene is responsible for coordinating and directing)

4. The exercise should then SKIP triage and go to the number of REDs, YELLOWs, etc.

5. how is it decided on where to send these patients

6. Issues to consider: a) make sure there are PEDs patients b) there should be a realistic distribution of “colors” c) exercise should be scaled to region and its population

By December 31, 2005 RTAC Coordinators and HRSA Coordinators are to notify Emergency Management and hospitals that this regional EMS drill will take place between March and August of 2006.

By October 31, 2005 Dennis will contact Dan Diamon, Greg Friese, Craig Nelson and Joe Immerman to begin the design of this regional exercise.

WEEPP Training Training continues to go well
WEEPP Funds The budget for training was discussed. By November 2, 2005 RTAC Coordinators are to notify Dennis if there is any material difference in the number of EMS services in their RTAC.
Triage Tuesday The draft document was discussed and edits were suggested. By November 2, 2005 Dennis will provide a 2nd draft of the Triage Tuesday guidelines.
Tagging and Tracking Protocols It was agreed that any tag will serve the purpose as long as it is in accordance with START triage protocols (the SMART tag does not follow START). By January 2006 the RTACs in collaboration with their HRSA Hospital Regions will begin the implantation of Triage Tuesday.
WEEPP Folders WEEPP Folders were distributed for First Responders interested in taking the WEEPP training.
