HAN RTAC and STAC documents are archived on the HAN By July 31, 2005 Dennis will place all RTAC documents on the HAN.

By July 31, 2005 RTAC Coordinators are to have HAN access.

2.1.8: State Expert Panel on Pediatric Preparedness Membership: It was recommended that the EMSC Committee be used as a base for this Expert Panel. Panel needs to have a good geo mix and a rural/metro/size mix. It was recommended that a school nurse serve on the Panel.

Mission: to identify challenges in pediatric care in a mass casualty incident and recommendations for resolution; address objectives of HRSA action Step 3.5.

Desired Result: more than “buy more equipment”; incorporate any recommendations into the WEEPP; checklists to identify that the service is “ready” for pediatric patient care.

 
3.1: 9/05 – 8/06 Workplan for RTAC Coordinators The workplan will have 3 sections:

Part A: complete WEEPP training by 2/2/8/06 and complete regional exercises by 8/31/06.

Part B: Identify other HRSA Action Steps from list above

Part C: identify other key RTAC responsibilities

Dennis will draft of the 9/05 – 8/06 Compliance Report for review by the RTAC Coordinators at their August meeting.
3.4: Tagging and tracking protocols The goal is to have consistent tagging and tracking protocols across the state. We all have the responsibility to answer the question: “Where is my loved one?” RTAC Coordinators are to share this project with their RTAC and seek input and comments.

START Pocket Cards These cards are being produced By September 7, 2005 Dan Diamon will bring START Pocket cards to RTAC meeting for distribution.
Governor’s Budget Transition form HRSA to State funding should be transparent. HRSA will fund RTAC Coordinators through 6/30/2006. State Contract will be July to June.  
Residual Funds RTACs are encouraged to pool any residual funds. By September 7, 2005 the RTAC Coordinators will bring their residual fund amounts to the RTAC meeting.
WEEPP Training Training is going well. By February 28, 2005 RTAC Coordinators will have completed training for all EMS Transport services.

By September 7, 2005 Dennis will bring listing of all those EMS services that have selected an RTAC.

Training Incentive for First Responders There was a lengthy discussion regarding an incentive for First Responders who complete WEEPPP training. It was agreed finally that each First Responder group that completes training according to the same criteria as for EMS Transport services will receive a $100 cash donation.  
Contract Compliance Report Only minor cosmetic changed were identified. No changes will be made to the document. By September 30, 2005 the RTAC Coordinators must complete the Certificate of Compliance
Contract Compliance Report for FY 2005   By September 7, 2005 Dennis will have a draft of the Certificate of Compliance for FY 2005.
Draw Down of Funds RTACs need to monitor expenses and draw down all funds no later than November 30, 2005. Funds will be lost after that date. By September 7, 2005 Dennis will have the most recent report of the draw down of funds.

By September 7, 2005 STAC will determine their CY 2006 schedule, which will allow for the setting of the RTAC Meeting schedule.
5.4 WEEPP Training Training is to be completed by 2/2/8/2006 so that regional exercises can be held by 8/31/2006.  
6.7 Triage Tuesday There are 3 goals to Triage Tuesday:

1)      be familiar with triage tags

2)      be familiar with the triage system

3)      to test patient tracking protocols

EMS uses tags and ERs tag trauma patients. Purpose is to improve care of trauma patients and flow of patients.

By September 7, 2005 Dennis will have a draft proposal for Triage Tuesday, with a 2nd draft to be completed at the 11/2 meeting and a final draft to be presented to STAC at the January 2006 meeting.
2.1.9 Resource and bed capacity reporting This will be addressed at the November RTAC meeting  
6.8 Regional RTAC Exercises There was consensus on 4 objectives:

1)      ability of EMS services to work across jurisdictions

2)      ability to communicate with one another

3)      involvement of dispatch

4)      delivery of patients to the appropriate hospital

Key players include: ambulance, fire, police, first responders, LHDs, hospitals and dispatch.

It was agreed that there needs to be consistency in operations. We need to establish those essential elements that are consistent across the state. This will need to involve the EMS Board.

By September 7, 2005 the RTAC Coordinators will develop a first draft of what they consider to be the essential elements in field operations that need to be consistent across the state.

By September 13, 2005 Tracey Froiland will present these elements to the EMS Board for consideration and review.
