Welcome & Overview

Meeting called to order at 1:00 PM by Jan Victorson, Chair. The meeting was held at Cable Community Centre, Cable, WI. Jan welcomed the group. She reviewed the past meeting and addressed today's agenda.

Introductions

All of the participants introduced themselves.

Approval of Minutes

Meeting minutes from 12/8/05 were reviewed. Motion made by Brian Cody and seconded by Randy Forstrom to approve the minutes. Motion carried.

Treasurer Report

Quarterly Report Oct - Dec 2005:
Fund # 2009 (2004) initial amount $30,000. Closed out Nov 2005.
Fund # 2008 (2005) initial amount $37,500. Balance = $ 9,322.64.
Fund # 2010 (2006) initial amount $41,670. Balance = $10,418.00 which is an advanced payment.
Money will come in as expenditure reports are filed monthly and objectives are met. Balance Sheets and Expenditure Reports passed around for membership to review.

State Update

Refer to STAC Minutes from 2/8/06. Highlights are:
  • Trauma Registry is going forward. It will be web-based for Level III and IV Trauma Care Facilities (TCF).
  • Site review documents have been drafted and are being reviewed. Letters and qualifications will be sent out to recruit potential site reviewers. This includes trauma surgeons, ED physicians, and nurses with trauma program management experience.
  • Current HRSA grant funds will be equally divided among all RTACs in the state.
  • PI language has been introduced to the State Legislature to extend shared patient information to include STAC and RTAC for educational purposes.
  • RTAC priorities for this year include trauma registry education, site review preparation, and regional trauma plans.
  • STAC meeting format coordinated with the EMS Board has been very positive. Meetings have good attendance.
  • STAC is looking at the possibility of offering CALS course as an alternative to ATLS for recertification needs of ED physicians and trauma surgeons in level III and IV TCFs. They will still need to take the ATLS course initially. Dr. Cogbill spoke about availability of ATLS courses. It seems they are not well-advertised throughout the state. He stated that information on all courses will be available on the ACS website.
  • STAC desires to allow CALS or the Regional Trauma Team Development Course (RTTDC) as an alternative to ATLS for Level 4 hospitals. Before this can occur, the Administrative Rules need to be opened to revise this section. Meg Taylor gave her farewell. She thanked the group for helping her feel comfortable and complimented the group on its many accomplishments

LSRTAC Project Coordinator Report

Dan Diamon gave a review of RTAC Coordinators group activities. Please refer to RTAC Coordinators Minutes from 2/8/06.
  • Regional training for WEEPP (Wisconsin EMS Emergency Preparedness Plan) is going well. Training has been extended to First Responder groups. First Responders get $100.00 for the whole group. Deadline is Feb 28th (extended April 15th). Dan is going over Trauma Activation Guidelines and Glasgow Coma Scale as he does WEEPP training with the services. It will also be discussed at the local Bayfield-Ashland Co. EMS Council monthly meetings along with Major Trauma Definition. Dan handed out several HRSA checks to those completing the training.
  • START and JumpSTART cards have been distributed by Dan to EMS Services for pre-hospital providers.
  • A "regional table-top" exercise followed up with a real exercise is a HRSA requirement by September 2006. It is ideal to include Emergency Management, EMS, and Fire. Hospitals will need to let Dan know if they want the exercise with "paper" patients.
  • Triage Tuesday is being encouraged as a learning tool to familiarize pre-hospital and hospital personnel with patient ID and care for disaster preparedness. Triage tags only (no colored tape) will be used on patients transported on Tuesdays (or any designated day). The EMS Board is looking at possibly having one universal tag used state-wide.
  • HRSA has purchased tags to be distributed to EMS services throughout the state. Services should use the tags they have already to get rid of them. Dan will cover instruction to the services in Douglas County. Beacon ambulance will work on a procedure for tag use.
  • LSRTAC Newsletter by Dan Diamon has been well-received and informative. There has been positive feedback.

Outreach / Education

LSRTAC will have an educational display at the annual Telemark EMS Conference on March 10 & 11, 2006. Plan is to have some fanny packs for prizes for a "Triage Tag" game, LSRTAC stickers with Glasgow Coma Scale, and a PowerPoint presentation playing in the background. Cost for booth is $225.00, fanny packs at $15.00 each, and 1000 stickers estimated at $150.00. Motion made by Brian Cody and seconded by Karen Hansen for purchase of the booth, fanny packs, and stickers. Motion carried.

ATLS and Traumatic Brain Injury Courses still currently being offered. Will try to get course offerings listed in newsletter.

May 15-18 Child Passenger Training offered ? location? Safe Bicycling Training ? dates and locations?

Gov. Doyle signed into law the child booster seat law. Children under 4'9" and 80 lbs will need to be in a booster seat.

Communications Interoperability

Discussion regarding dispatch and communications issues. LSRTAC region does not have separate dispatchers for EMS and law enforcement like other regions of the state. Steve Carlson brought up the issue that this may be the weakest link in a disaster. He suggests that we look at medically-based dispatchers. The downside is that this requires the budget commitment and staffing. Rural areas do not have the budgets like some urban areas. Work group members are Keith Kesler, Brian Cody, Randy Forstrom, and Dan Diamon.

Exercise Planning

Discussion regarding a Table Top Exercise possibly in May or June trying to include as many players as possible such as fire, ambulance, dispatch, EMS, law enforcement, public health, and hospitals. Les Luder, Dan Diamon, Brian Cody, and Karen Hanson will be the group working on this.
