Welcome & Overview Meeting called to order at 1:05 PM by Jan Victorson, Chair. The meeting was held at Cable Community Centre, Cable, WI. Jan welcomed the group. She reviewed the past meeting and addressed today’s agenda.
Introductions All of the participants introduced themselves.

Approval of Minutes Meeting minutes from 4/27/06 were reviewed. Motion made by Brian Cody and seconded by Brad Keseluk to approve the minutes. Motion carried.

Treasurer Report No report this month. Quarterly report for April - June 2006 due at August meeting.

Bylaws Bylaws were reviewed article by article with the most recent changes noted. The entire proposal was accepted by the membership present. Motion made by Les Luder and seconded by Lisa Anderson to accept the revised bylaws. Motion carried.
Executive Council Nominations Executive Council Nomination form was handed out to those present asking for nominations to the LSRTAC Executive Council. There are two positions available. This form will also be emailed out to the membership and placed on the website www.lsrtac.com . A brief profile of each candidate will be emailed out to the membership to assist in making a more informed vote.

Website Update Tom and Sarah Waby will be managing LSRTAC website for free. The hosting site may need to be changed for space requirements. This will require an annual fee as with any host. Tom and Sarah have been easily accessible and are eager to make our website what we want it to be. Please view the website at www.lsrtac.com and give the officers any suggestions. There is still work to be done but coming along nicely.

State Update Refer to STAC Minutes from 6/6/06 (separate attachment). Highlights are:

¨1 Trauma Registry is going forward. All the hospitals in the LSRTAC had participants attend the Trauma Registry training sessions held in Marshfield on 6/21/06 and Madison on 6/22/06. Trauma Registry will go "live" on 7/10/06. Registry will be retroactive to 7/1/06. Reports will be due to the State quarterly. Additional registry training needs are being researched by a group of trauma program managers.

¨2 Debi Peters has been named as Acting Trauma Registrar for the State.

¨3 Wisconsin Ambulance Run Data System (WARDS) is functional.

¨4 Medical Control can override the Triage and Transport Guidelines. The guidelines are intended to be used to assist in the proper patient management and transport of patients. These guidelines do not replace or reduce the responsibility of each facility and EMS provider to manage patients within the scope of practice of the services providing the transport.

¨5 The EMS Run Report is considered part of the medical record and needs to get to the receiving facility in a timely manner especially with the implementation of the State Trauma Registry. The administrative rules do not give a timeline. First Responders are not required to have a written report. Implementation of timelines and written reports for First Responders will likely occur in the future due to the increased skills they are now able to do.

¨6 Level III Trauma Care Facility physicians are required to take ATLS. Level IV TCFs may substitute either CALS or RTTDC for ATLS. To meet this requirement they must write a letter addressed to Dan Williams and sent to Marianne Peck requesting this waiver

¨7 RTACs may "close" their meetings for the Performance Improvement portion.

¨8 A list of site reviewers has been chosen. Marianne will confirm their appointment and willingness to serve on the Site Review Committee.

¨9 Required training for site reviewers is scheduled for Nov 3 & 4, 2006.

¨10 The Marketing Committee continues to work on trauma education and injury prevention education for the public. Contact Lynn Sears regarding any community Injury Prevention activities to include on the State Trauma Care Website www.wisconsintraumacare.org

¨11 HRSA Hospital Disaster Preparedness Update from Dennis Tomczyk. Report for June 2006 included in STAC minutes (separate attachment).

Dan Diamon gave a review of RTAC Coordinators group activities. Please refer to RTAC Coordinators Minutes from 6/6/06 (separate attachment).

¨1 Wisconsin Trauma Care Week June 25 - July 1, 2006.

¨2 A "regional table-top" disaster exercise is scheduled for Tuesday, June 27th at 6:30 PM at Northwood School in Minong, WI sponsored by the Lake Superior RTAC. Dan Diamon is distributing information throughout LSRTAC region to hospitals, pre-hospital, law enforcement, dispatch, etc.

¨3 Triage tags (free from HRSA) are being distributed to all EMS services by Dan Diamon. Triage Tuesday is being encouraged as a learning tool to familiarize pre-hospital and hospital personnel with patient ID and tracking for disaster preparedness. Triage Tuesday literature and objectives are being distributed throughout the RTACs to EMS and hospitals.

¨1 LSRTAC Newsletter by Dan Diamon has been well-received and informative. There has been positive feedback. It is also posted on the LSRTAC website at www.lsrtac.com

Communications Interoperability EMS Communications Interoperability Pilot Project is moving forward. Lake Superior RTAC has been chosen for this pilot project for the State. A committee has been formed including Dan Diamon, Randy Forstrom, Keith Kesler, Brian Cody, Paul Wittkamp, and others. The plan is to get standardized radio frequencies established for specific purposes to enhance communications in a disaster. OJA (Office of Justice Admin) has notified pre-applicants if they qualify to apply for grants ($8 million available) to either replace or re-program radios. Radios must meet Project 25 and NIMS requirements. HRSA may be able to pay or offset the matching funds required. By 2011 all radios must be "narrow band".
Exercise Planning Table Top Disaster Exercise is scheduled for June 27th in Minong to include as many players as possible such as fire, ambulance, dispatch, EMS, law enforcement, public health, and hospitals. Information has been distributed throughout Lake Superior RTAC. Les Luder, Dan Diamon, Brian Cody, and Karen Hanson are the group working on this.
